Developing, Testing and Strengthening of Capital Investment Frameworks as part of Municipal Spatial Development Frameworks
The Municipal Infrastructure Support Agent (MISA) in partnership with SAICE Professional Development & Projects (SAICE-PDP) invites you to attend this 2-day course which aims to enhance the understanding, skills and experience of planners, development professionals, finance professionals and decision-makers involved in the development and review of municipal spatial development frameworks (MSDFs), and aligning and integrating MSDFs with IDP, infrastructure planning and budgeting processes.
- How spatial planning should be principle-driven and outcomes-based, and the techniques for ensuring that spatial proposals and capital investments support spatial planning principles and contribute to a wide range of outcomes required by society at large.
- How to develop a system to appraise and prioritise capital investments.
- An appreciation of the critical role that spatial planners and development managers play in shaping spaces that are financially sustainable, balanced with sound spatial planning principles and key economic, social upliftment, environmental protection, and other outcomes.

Werner Fourie
Pr Pln, GPrGISc, PMP
Werner Fourie directs i @ Consulting’s urban and regional planning unit. A Professional Planner (Pr. Pln), Professional GIS Practitioner (Pr GISc), and Project Management Professional (PMP), he has more than 20 years’ experience in strategic and land use planning, combining built-environment insight with GIS-based technical analysis.
He applies spatial quantitative methods, including bid rent, gravity, property value and density-impact analysis, to solve urban and regional challenges. Werner has presented on GIS nationally and is regularly invited as a keynote speaker at South African conferences.
A leading SPLUMA land use planning expert, Werner has helped draft innovative schemes addressing informality and linking spatial planning with land use management. His municipal work and i @ Consulting’s multidisciplinary team give him an integrated understanding of local government programmes, datasets and operations. He also regularly provides SPLUMA and Land Use Scheme training to the planning industry.
