Township Establishment: How to formulate compliant Conditions of Establishment
The Municipal Infrastructure Support Agent (MISA) in partnership with SAICE Professional Development & Projects (SAICE-PDP), invites you to attend this 2-day course, that covers the requirements and technicalities of preparing compliant Conditions of Establishment (COE) for Townships.
- Approach the preparation of Conditions of Establishment for a proposed township in a structured manner.
- Identify and involve all relevant role-players from the outset.
- Interpret the guidelines stemming from the regulating legislation and the regular circulars issued by the Chief Registrar of Deeds to attend to the preparation of conditions of establishment in the correct manner..
- Participation in an interactive workshop
- Various practical activities that will assist land development applicants to complete development projects more efficiently and, in turn, to leverage various downstream socio-economic benefits.
- A comprehensive manual with checklists
- SACPLAN CPD credits under Focus Area 2, Sub area 2.1

- According to the ECSA requirements for online training, a compulsory online assessment must be completed.
- To receive a CPD certificate a 75% pass mark is required. Less than 75% will result in an attendance certificate which can be submitted for IPD.

As a recognized authority in planning legislation, Peter John Dacomb is a distinguished Professional Town and Regional Planner with over 36 years of executive experience specializing in spatial planning and land use management. Serving as a longstanding Director at The Practice Group (Pty) Ltd and African Development Planning Consultants (Pty) Ltd, he has orchestrated major urban land developments, strategic mixed-use precincts, and statutory planning frameworks across Southern Africa. He holds a BSc in Town and Regional Planning from the University of Pretoria, a Certificate in Integrated Environmental Management Theory and Practice from the University of Cape Town and a Certificate in Property Development and Management from the Technikon RSA. Peter Dacomb is a registered Professional Planner with the South African Council for Planners (SACPLAN). He currently serves as the Chairperson for the South African Association of Consulting Professional Planners and has provided extensive expert witness testimonies before numerous courts and municipal tribunals. Notably, has significantly influenced national policies as a co-author.
